Why it is hard

The part that is not a report.

The invoice, the packing list, the shipping bill and the bill of lading are typed by four people from four systems, and they have to agree. When they do not — a tariff line different by one digit, a net weight nobody filled in — the consignment stops at the port and the clock starts running. The check itself is not clever. It is what a careful person does with four documents side by side. It is worth automating because it happens every day and it is dull, which is exactly when a careful person stops being careful.

What is not finished.

Cross-check engine, letter-of-credit constraints and the free-time countdown are built and tested — a hand-worked golden dataset, fifteen mutants against the rules and six against the query bounds. Held back because there is no document store and no extraction pipeline, so on live data every file can only be reported as unchecked. Not released until documents can actually be read.
