Why it is hard
The part that is not a report.
What an imported material cost is not what the invoice said. Freight, insurance, duty, port and clearing charges arrive later, as shipment-level lump sums, and somebody has to decide which line each one belongs to. That decision is where the error lives. Spread ocean freight by invoice value rather than by weight and a heavy cheap material looks cheap while a light expensive one looks expensive — and both answers look completely ordinary on a screen. Only one of them is right, and standard costs get restated on the strength of it.

Said before you ask
What we don’t do.
SIAARU decides from your records and nothing else. It carries no copy of the world’s data, states no number your systems have not, and acts in nobody’s name. Where your data does not support an answer, it says so by name rather than producing a confident one — which is the whole reason a decision taken on it holds up later.
Freight is allocated by the weight and volume on your own purchase-order lines. Where a line carries no weight it falls back through a stated chain and prints the basis it used on that row, so you always know which numbers rest on weight and which rest on value. It does not invent a weight to make the arithmetic tidier.
