Cartons do not flow into corners.

Dividing the container's volume by the carton's volume is the calculation everybody does, and it is always wrong — usually by ten to twenty per cent, always in the optimistic direction. What actually happens is that rectangles are laid on a floor in rows and the floor runs out mid-row. This lays them, one carton size against three boxes, and then checks the weight.

The outside of the box, including any pallet it sits on if it is palletised. A carton measured inside is a carton that fits on paper and not in the container.

Why it is a search and not a division

The floor is split once.

A carton lies one of two ways. The classic loads — eleven Euro pallets in a twenty-foot box, twenty-five in a forty — are all found by splitting the floor once, along either axis, and filling each side with a single orientation. Splitting more than once never adds a carton for the footprints and floors that exist, and every candidate split lands on a multiple of a carton edge. So the search is a few hundred evaluations and its answer is the geometric maximum rather than an estimate.

Then two limits are checked rather than one. A container full by volume and over by weight is not a loaded container; it is turned away at the gate. The table says which of the two is binding, because that is the actionable part — if space binds, a smaller carton is worth money; if weight binds, it is not.

Three things this deliberately leaves to a person. It does not turn a carton on its side to win a layer, because "this way up" is usually printed on the box for a reason. It does not plan a mixed shipment. And it does not know your road weight limit, which in India is often the binding constraint on a twenty-foot box of dense cargo long before the rated payload is.
