Why it is hard

The part that is not a report.

A customer's auditor asks three questions: what did you test this batch for, who released it, and where is the certificate. A quality system that lives in a spreadsheet answers them slowly and sometimes differently each time. This one holds the specification per material, judges each batch against it without ever guessing a missing result, records the release as a person's act, and prints the certificate from the same numbers.

What is not finished.

The judging engine, the release act, the certificate and the NCR machine are built and tested. Three things a plant should know. The engine judges only what was measured — a missing test makes the batch incomplete, never a pass. Release is a person's act with a name and time on it, and releasing against the judgement needs a written deviation the certificate prints. And there is no sampling, SPC or instrument calibration here: the plan states the method and the lab states the result.
